From its humble beginnings, Northern Luzon Federation of Cooperatives and Development Center (NORLU CEDEC) has evolved into a trusted regional cooperative in Northern Luzon, under Montañosa Diocesan Social Action Center (MDSAC) in the 1960s.

Before becoming a regional cooperative, NORLU CEDEC started out as a training center, then evolved itself as a development center where eventually, the historical union between NORLU CEDEC and Northern Luzon Auditing, Inc. (NOLAUI) happened, thus becoming a stronger organization geared to pursue the challenges of development in these complex times.

The merging of NORLU-CEDEC and the Northern Luzon Auditing, Inc. (NOLAUI) in 1984 led to the creation of what we call today as Northern Luzon Federation of Cooperatives and Development Center (NORLU CEDEC). It is now a regional confederation of cooperatives in Region 1, 2 and the Cordillera Administrative Region (CAR), and other close political regions in Northern Luzon. Apparently, NORLU CEDEC establishes goals of not only becoming a stronger organization but being able to fulfill its mandate and enabling further development throughout the years.

Organized on October 1975, NORLU CEDEC registered as a Training Center under the Securities and Exchange Commission (SEC). It then expanded its way to becoming a development center and eventually ended up becoming as a cooperative. Because in 1987, NORLU CEDEC finally registered with the Cooperative Development Authority (CDA) and still stands out with pride up to this day.

With thoroughly defined strategies and goals, NORLU CEDEC took a step higher and made its way to becoming a powerful confederation of cooperatives. Today, NORLU CEDEC continues to establish, develop and institutionalize services and programs directed specifically to the needs of the organization, self-help groups, and partner agencies.
In the year 1997, NORLU CEDEC was one of the five Regional Development Centers that organized National Confederation of Cooperatives (NATCCO) but ended its membership last May 2005.

Currently, NORLU CEDEC has 152 member cooperatives and closely associated with the Philippine Cooperative Center (PCC), Philippines Partnership for Development of Human Resources in Rural Areas (PhilDHRRA) and Women’s Action Network for Development, Inc. (WAND). In partnership with the Regional Development Council-Cordillera Administrative Region (RDC-CAR), Cordillera Administrative Region Cooperative Development Council (CARCDC), National Anti-Poverty Commission-Cooperative Sector (NAPC-CS) and the Philippine Misereor Partners – Northern Luzon Cluster (PMP-NL) and other government line agencies in CAR.

Yearly, NORLU CEDEC is accredited by the Department of Tourism for its Training Center. Also a certified Cooperative Training Provider by the Cooperative Development Authority (CDA) and People’s Credit and Finance Corporation as Service Provider (SP) under People’s Development Trust Fund (PDTF).
