- Training and Consultancy – are the basic need of cooperators. NORLU CEDEC has been the source of knowledge and skills of excellent Cooperators and Co-operatives in Northern Luzon. This is manifested through training and upgrading focused on:
- leadership development and upgrading the skills and personality development of the cooperative’s management staff. The training is specifically designed to meet the needs of the cooperative and the community. These are done in Baguio, Benguet and on-site-training done in the provincial down to the primary level.
- They provide assistance for cooperative education.
- Community organizing to cooperative organizing.
- Caters to institutional strengthening through on-site and on-the-job skills training of management staff, leaders and committees.
- They also train and assist in system development and in community reinvestment packaging.

- Auditing (NAS) – NORLU CEDEC conducts external/independent audit assistance to primary cooperatives in consonance with the Co-operative Laws. This is with respect to the fact that successful cooperative management is a result of an honest and up to date audit system.

- Central Fund (NCF) – This serves as the intermediary financial arm of cooperatives in Northern Luzon and now Luzon wide. Among strategies adopted are savings mobilization from within its partner cooperatives and from supportive development agencies. Cooperative affiliates can avail of financial assistance at very reasonable interest rate. NCF is the cooperative’s CAPITALIZED, OWNED,OPERATED and PATRONIZED for the benefit of its members. This is anchored on trust and in the spirit of cooperation. It is envisioned to be the FORMAL FINANCING INTERMEDIARY FOR LUZON.

- NORLU CEDEC Training Center (NTC) – This is where meeting-of-minds happen. Everyone is welcome here. A place for all occasions as well ( conferences, weddings, business meeting etc.). Rent for the use is reasonable.
