To facilitate flow of resources, capabilities, and expertise into and among cooperatives of Luzon.
To enhance and develop the capability of cooperatives to effectively participate in socio-cultural and economic development.
To enhance the outreach of NORLU-CEDEC through membership promotion and alliance building with key development institutions.

To develop and formalize partnership ties with resource institutions.
To generate noble programs/project ideas for financing by partner NGO, funding agencies and government units and implementation by funding agencies.
To initiate partnership and marketing linkages within and among cooperatives as well as other development agencies.
To secure, sustain and generate financial investment facilities that ensure reasonable return from investors.
To expand membership coverage by province and type of cooperatives.
To decentralize institutional services at provincial levels.
To enhance capacity of resource center to respond to the needs of its Members and Staff.
